Confirm the detainee's photograph, registration and current holding state. Keep each record with the correct person before preparing a transport group.
Evidence boundary
The public achievement catalog includes a group-of-eight transfer objective. That is an achievement condition, not proof of universal capacity, mandatory group size or a timer.
