Before assigning a mission
Check which case is on the board and the objective that brought it there. If the expanded case came through a Documents Box, the #8/#10 placement history may be relevant before you investigate vehicle availability.
Patch #6 added right-mouse-button officer assignment on the Briefing Board alongside drag-and-drop. This is a Briefing Board control; it must not be assumed to apply to the separate Worker Assignment Board.
Record what the board actually shows
Note the selected case, named staff, equipment and vehicle. #6 addressed stacked briefing vehicles and ghost patrols; #10 addressed a returned car not appearing. This record distinguishes a UI inconsistency from resources still out on assignment.
When the patrol appears empty
#20 addresses prevention of new ghost patrols but says older affected saves still need cleanup. Preserve the save and report the board state; do not create repeated replacement assignments based on an assumed recovery rule.
