Use the named officer and destination shown in the game. A local staff plan can flag duplicate names or an unassigned row, but does not read game availability, fatigue, skill or mission success probabilities.
Where is the officer stuck?
#8 concerns idle officers restored in vehicles; #20 concerns garage paths through cars. #16 and #18 concern work behavior and shelves. The location and previous action are essential to choosing the right issue record.
Do not turn a balance note into a formula
#12 says officers die less often on missions. It does not identify an exact chance, best composition or equipment guarantee. #16 also corrected dead officers not being removed from employment; that bookkeeping fix is separate from survival balance.
